在深圳交警公众号注册星级用户，注册成功后可按照正常流程申请上牌。

Start to Register Your E-bike / 开始网上注册
1) Click “星级用户 (Star-level User)” and register an account. Foreigners must use their Chinese name.
选择“星级用户”并注册账号（外籍人士需使用中文名）。
2) Click “注册 (Register)”.
新用户选择“注册”。
3) After accepting “用户须知”, choose “其他人员注册入口”.
勾选确认“用户须知”后，选择“其他人员注册入口”。
4) Confirm the “其他人员注册” instructions.

5) Choose “外国人 (Foreigners)”.
外籍人士选择“外国人”。
6) Fill in personal info. Password must be 8+ characters including letters, numbers, symbols.

8) Allow the mini program.
选择“允许”。
9) Upload required documents.
选择“个人电动自行车登记上牌”。
10) Agree to the declaration and sign your name.
同意“告知承诺登记制度”并正楷签名。
11) Enter your address and E-bike code. Other fields fill automatically.
填写地址并输入车辆编码。
You can choose pickup (5 working days) or delivery (25 RMB).
可选择自取或邮寄（25元）。
12) Upload residence registration, passport, invoice and E-bike certificate.
上传住宿登记证明、护照、发票和合格证。
